Is there a way to get a pro bono lawyer for a child custody case if the child currently lives in another state

My friend is currently attempting to establish a formal custody agreement with the mother of his child. He lives in Illinois and she lives in Missouri. He talked to lawyers in IL, and they told him he needed to get a lawyer in MO. Since most pro bono programs are state funded, is there any way to get pro bono legal representation, or maybe even a discounted rate? I would appreciate ANY legal advise. Thanks!

If the custody hearing is going to be in Missouri then he needs an attorney from there. Each state has their own bar exam and unless an attorney from Illinois passed the one in Missouri he would be practicing without a license in Missouri. He needs to contact people there to find out what his options are.
